Minimum Standards for Staffing of Registered Professional Nurses in New Jersey

There are higher levels of acuity experienced among patients in health care facilities presently than in the past. According to recent studies, this current trend is attributed to changes in the delivery of health services which highlights a relationship between adequacy in the staffing of professional nurses in the hospitals and improvement in mortality rates (Oredsson, et al., 2011). The impact of this link, consequently, is a subsequent rise in the quality of health care services that are provided in these institutions. Deadly errors among medical staff, the transmission of infections, and the probability of patients succumbing to injuries during treatment can be as a result of the understaffing of nurses. Since legislative affairs do have impacts on how professionals discharge their duties, the enactment of certain regulations by states organs can provide grounds for better service delivery, especially in the health sector.

To address issues of health, therefore, a health care bill formulated in New Jersey outlines the standards for staffing of nurses in the inpatient institutions in the state. During the implementation process, however, if the commissioner determines that a health institution operates in distress, financially, then at his digression, he shall waive the minimum qualifications for the staffing of nurses in such facilities. Furthermore, as provided for in the bills, a system is to exist that enables the hospital staff or any individual in the public to raise complaints if they feel there is a violation of the various requirements for acuity by the facility. In response, the commissioner is required to carry out an investigative determination of whether the facilities that will be so accused violate the said regulations. Hence, in compliance with the requirements by the bill, the commissioner shall take necessary actions against such a hospital in case they are found to be culpable for the complaints.

The bill, essentially, will affect the mode of practice by the nurses. Firstly, the quality of services and the level of attention that patients get from the nurses shall be better. Since the bill provides for given pre-determined ratios that indicate the number of patients that can be attended to by a certain number of nurses, there will be a reduction in the possible levels of strain by nurses concerning the workload (Qureshi, Purdy, Mohani, & Neumann, 2019). Secondly, since the bill determines standards of practice and provides for systems through which complaints can be raised by members of the public and practicing health staff, the health care practitioners are expected to endeavor to maintain a high level of professionalism and ethics in their practice to avoid any possibility of breaching the terms of service as provided for in the bill.

In conclusion, the health care services bill is a general composition of regulations that can positively impact the quality of health of patients while addressing mortality rates. This is so since, besides providing for the various professional requirements and standards of service by nurses, the bill takes into account the need to ensure the safety of patients and equal importance, that of caregivers in the health facilities in the state (Carlesi, Padilha, Toffoletto, Henriquez-Roldán, & Juan, 2017). Therefore, the health care services bill is a crucial tool in the endeavor to ensure efficient delivery of professional, standard, and high-quality care services.
