Safety management system refers to a proficient approach to safety. It is a system concerned with safety features in an organization. The system offers an organized way of classifying hazards and managing hazards promising that these controls are effective. Safety management system is anticipated to be introduced in an organization and be part of its culture.

Briefly describe each of the eight (8) components of Safety Management.  For each one, given an example of how these can be implemented or realized within the University’s Aviation Program and Flight Operations.  [40-points]

The eight components of a safety management system are explained below;

Management Leadership and organizational commitment

Firstly, the commitment of management is fundamental in developing and maintaining effective working environment. Managers can show their commitment by ensuring that identified hazards are controlled, sensitizing workers on health and safety, and adhering to safety rules of the company.

The second element is identification of hazards and evaluation. This entails every department identifying hazards related with activities it carries out. Pilots in the University of Flight Operations can implement this element by identifying risks related with flight operations.

The third element is hazard control. When possible, there is a need to reduce hazards, but if it is not possible, they must be controlled. For instance, physically ensuring that a worker does not come in contact with the hazard. This can be implemented in a University’s aviation program and flight operations by ensuring that they teach learners about isolation of hazards. For example, handling of chemicals through a piping system not manually.

The fourth element is ongoing inspection. This ensures that an organization carries out organization regularly. The management of flight operations must ensure that investigation or any hazards are carried out regularly.

The fifth element is qualifications, orientation, and training. All workers qualify for orientation and training. Flight operations must ensure that it orients and train its workers and pilots.

The sixth element is emergency response. Emergencies can be natural, manmade or may be caused by work incident. The University’s aviation program and flight operations should ensure that emerge responses are in place to handle natural disasters like transportation collisions and ice storms.

The seventh element is incident investigation. It is the responsibility of employers to carry out an investigation of all incidents and near-misses. The University’s aviation program and flight operations can implement this element by identifying any incident that causes a flight accident.

The last element is program administration. It entails keeping records of safety activities. The university’s aviation program and flight operations can implement this element to ensure safety. They may include activities like mitigating flights accidents among others.

The four pillars of safety management systems include the following:

Safety policy

This policy creates senior managements’ assurance to persistently improve safety, defines the processes, methods, and organizational structure require to attain safety objectives. For instance, ensuring that there is cross-organizational cooperation and communication.

Safety Risk Management (SRM)

It defines the desire for and adequacy of new or reviewed risk controls depending on the evaluation of acceptable risk. A good example may entail identification of safety hazards, evaluating it, analyzing and controlling the risk from occurring.

Safety Assurance (SA)

It assesses the persistent effectiveness of the enacted risk control strategies. It also supports the determination of new hazards. For example, data examination in an organization.

Safety Promotion

It entails training, communication, and other actions taken to enhance positive safety culture among all workers in an organization. Examples of safety promotion include offering safety management system training to all workforces in an organization.
